Consentement à payer et stratégies d’adaptation à l’érosion côtière de la côte de Cotonou

Résumé : L’objectif de ce papier est d’étudier les meilleurs modes d’intervention pour la protection du littoral qui est sujet d’aléas climatiques et d’interventions humaines. La méthode utilisée est l’évaluation contingente pour estimer les consentements à payer (CAP) dans l’hypothèse de l’instauration d’un programme de protection du littoral afin de limiter les effets des changements climatiques et renforcer la résilience. Les résultats de l’enquête contingente et de l’estimation du CAP du format double choix dichotomique (DCD) révèlent que les riverains sont prêts à payer pour la protection du littoral et les variables telles que les offres proposées du CAP, le genre, le niveau d’éducation, la protection et le degré de certitude sont déterminantes dans la volonté de payer pour la protection du littoral. L’estimation du CAP moyen est de 2229 FCFA à 3726 FCFA par ménage comme contribution dans la protection des plages de la ville de Cotonou. Ce CAP moyen estimé peut aider les décideurs publics dans la mise en place d’une prime mensuelle à payer par la population pour bénéficier de la protection qui s’est révélée statistiquement significative sur les autres options d’adaptation. Cette prime constituera la participation des citoyens dans le projet de protection des côtes du Bénin.

Willingness to pay and adaptation strategies to coastal erosion in Cotonou

Abstract: This paper aims to study the best modes of intervention for the protection of the coastline which is subject to climatic hazards and human interventions. The method used is the contingent valuation to estimate willingness to pay (WTP) on the assumption of the establishment of a coastal protection program in order to limit the effects of climate change and strengthen resilience. The results of the contingent survey and the estimation of the WTP from the double dichotomous choice format (DCD) reveal that the residents are ready to pay for the protection of the coastline and the variables such as the proposed offers of the WTP, the gender, the level of education, protection and degree of certainty are determining factors in the willingness to pay for coastal protection. The average WTP estimate is 2229 FCFA to 3726 FCFA per household as a contribution to the protection of beaches in the city of Cotonou. This estimated average WTP can help public decision-makers in setting up a monthly premium to be paid by the population to benefit from the protection that has been shown to be statistically significant over the other adaptation options. This bonus will constitute the participation of citizens in the project to protect the coasts of Benin.
